I am getting the ORA-01031: insufficient privileges errors while i am trying to GRANT SELECT to USER1 on USER2's tables. I am even unable to grant it as sys/system user. I also found that the priviliges to sys and system are default(nothing is unlike) as usual.

Can anybody give me the solution?

hello,

you should be logged on as user2 to grant privs to user1.
