I am using Oracle 7.3 on Digital UNIX 4.0.

When I try to startup the Oracle database with svrmgrl in UNIX console, I keep getting the same error:

Oracle Server Manager Release 2.3.4.0.0 - Production

ORA-12571: TNS:packet writer failure

The "oerr ora 12571" command returns:

12571, 00000, "TNS:packet writer failure"
// *Cause: An error occurred during a data send.
// *Action: Not normally visible to the user. For further details, turn
// on tracing and reexecute the operation. If error persists, contact
// Worldwide Customer Support.

I do not know what kind of tracing I should open since my database is not even mounted.

Does anybody have any idea on what can cause this problem?

make sure the following parameters are set correctly.
ORACLE_HOME
ORACLE_SID
